I have only to add with reference to the explanation asked for by the Lords of the Admiralty (in letter No M. 0278 dated 17th November 1890) as to the necessity of extending the traffic restrictions to Mew of War. that the Committee after careful consideration of the subject con- sider that such extension is quite
